I actually think the punishment is spot on for what was a minor breach of the cost cap.
The fine is obviously not such a big deal (although I’ve not seen if it’s included in the budget spending or not), but the 10% reduction in car development time, when they will already be limited in that by having won the constructors, will really hit them and should offset any gains they may have potentially made.
For me an important thing is that this sets a precedent for the future, and you have to remember that the next team that falls fowl of the spending limit might not be a gargantuan drinks company with billions to waste. If you throw the book at them, what happens if next year it’s Williams or Haas? A big fine or throwing them out the constructors could literally put one of those smaller teams out of business.
