ACC is a lot more polished than AC. The tyre model is a lot more precise with adjustments to the tenth of a PSI whereas in AC it is just a full PSI. AC is also significantly older and the user interface is quite clunky which is to be expected.
Where it does well on PC anyway, is the mods. It has hundreds of different apps to make it look different and tools to have different dashboards, position trackers, HUD layouts, etc. Hundreds of added tracks people have made as well as the different cars too. There are free roam maps, drifting, classic race courses, modern, the list goes on along with cars. You’ve got classic sixties, seventies F1 cars, touring cars, LeMans, CanAm. It really is quite versatile but some do take a bit of adjustment to get handling the way you want.
The Content Manager with Custom Shader Patch and Sol added really bring the game closer to what current specs are with day and night cycling, different graphical effects and is updated reasonably frequently. I don’t think it would have as much of a following if not for those.
I tend to use AC for the quick get together nights when we just fancy a race and can choose whatever we want to do whereas with ACC, it tends to feel more professional for some reason. Vanilla AC I’m not sure is worth it but with the updates, patches and mods, you can make it what you want. Although it does take a bit of fiddling to get the game feeling and looking good.
Not sure about console to be fair as I never played it on those. I picked it up for a tenner with all the official DLC packs on PC and with the extra user made mods it was worth it. Possibly too many that you can lose yourself in it which I think is why I like the focused aspect of ACC on one series.
